A Revisit: City of St. Louis Developing Transportation & Mobility Plan

Mayor Tishaura O. Jones announces a citywide initiative aimed at enhancing transportation and mobility for residents and visitors in St. Louis, focusing on accessibility and community needs.

Initiative will help shape the vision for improved connectivity 

In case you missed it, as the Argus seemingly did, I wanted to share this again. I was chatting with an older woman downtown who expressed her frustration about the sidewalk construction. I attempted to clarify the reasons behind the work. After learning about the Mayor’s recent press release, I thought it would be helpful to repost it here.

St. Louis, MO – Back in May, 2024, Mayor Tishaura O. Jones announced that her administration has embarked on crafting a comprehensive citywide plan to improve transportation and mobility for everyone living in or visiting St. Louis. 

“Everyone deserves to feel safe when getting around St. Louis, whether they’re driving, biking, walking or taking public transit,” Mayor Jones said. “Creating a comprehensive transportation and mobility plan allows us to make intentional and strategic investments so that moving around St. Louis for jobs, education, and entertainment becomes easier, safer and more enjoyable.” 

The City of St. Louis Transportation & Mobility Plan (TMP) will be the first citywide mobility plan in St. Louis to be completed in decades, developing a consensus around the values and vision for the future of mobility in our city. The plan will bring together major projects like the Brickline Greenway, Future64, MetroLink Green Line, and more, while establishing new priorities for a safer, more efficient and better-maintained transportation network across the City. 

Key elements of the plan are robust public engagement, the development of a safety action plan, future infrastructure priorities, and transportation network mapping. The Transportation & Mobility Plan will establish the City’s vision and values for transportation and will allow St. Louis to move towards national policy best practices that make sense for St. Louis. The plan will review ordinances and practices to make recommendations on revisions and updates. This includes updating the Complete Streets ordinance led by Ward 1 Alderwoman Anne Schweitzer. 

The development of the Transportation & Mobility Plan is now underway, using American Rescue Plan funds allocated by Mayor Jones and the Board of Aldermen. The City expects to present a completed plan in the fall of 2025. 

The City’s desired outcomes of establishing the Transportation & Mobility Plan include: 

● A unified vision for citywide mobility 

● Short and long-term mobility projects 

● Improved tools for communication with the public regarding transportation ● Projects and strategies identified to improve safety 

● Network maps and street typology guide to shape future projects ● Adoption of elements of the TMP by the City of St. Louis Planning Commission and Board of Public Service 

Involving the public is critical to ensuring that this process results in an equitable plan that best serves all of St. Louis. To ensure broad public participation, this process will include going to community meetings, holding focus groups and conducting a statistically significant survey. As the next step in this effort, the City is establishing a Community Advisory Committee to discuss, brainstorm, and help guide the planning process.
