In the heart of St. Louis’ 13th ward on the city’s Northside, lies a business that caters to family pets that’s generally identified with being a staple in the outer ring suburbs like Chesterfield, Clayton, and Sunset Hills.

Alderwoman Pamela Boyd points to PawPurfect as one of the unique highlights of the ward she represents and her goals of developing jobs and entrepreneurship opportunities for her constituency.
“We have a pet groomer in North St. Louis that people don’t know about,” she says. “People don’t realize they can have their pets taken excellent care of right here in the community.”
A member of the Board of Aldermen since 2017, Boyd is seeking another four-year term. The primary election is on March 7, 2025, and the general municipal election is on April 4 of next year.
“I’m excited to announce my candidacy for re-election as Alderwoman in the new 13th Ward,” she says, according to her website. “It has been an honor to serve as Alderwoman for the 27th Ward since 2017 and as Democratic Committeewomen even longer. I believe my experience can continue to bring results that matter.”
Boyd pledges to focus on the following issues:
Work to end gun violence and reduce crime.
Timely trash removal, fight illegal dumping areas, and clean up alleys.
Support youth initiatives for jobs.
Promote senior citizen home repair programs.
Secure abandoned homes and keep empty lots cut.
Support funding for small business development, and senior & veteran housing.
Boyd endeavors to build community engagement by listening to the people she represents and taking the appropriate actions to build can-do trust.
Rather than concentrating solely on what she can do for her community, Boyd aims to empower her constituents to take charge of their ward. She acknowledges the pervasive lack of hope, cynicism, and apathy among residents and seeks to equip them with honest and realistic information.
To accomplish that, Boyd strives to give the citizens of the 13th Ward a voice.
“The leaders of the ward the residents,” she says. “They are my employers. I want to fight for them as their representative in city government.”
She is a voice of reason that puts the good of the entire community ahead of political games. Her goal is simply to improve the quality of life for residents, improve the economic health of the city, and make our city a safer place to live and do business.
Her primary objectives include promoting environmental safety, ensuring equitable justice for the city, and providing the best possible service to her community.
Boyd serves as Chair of the Health and Human Development Committee and Vice-Chair of the Budget and Public Employee Committee. She has sponsored or co-sponsored over 30 Board Bills including ones to make our city safer by toughening the law on the illegal discharge of firearms, increasing pay for the Circuit Attorney’s Office, and working closely with the St. Louis Police Department to address public safety issues.
She has also sponsored numerous bills for ward improvements, and redevelopment, and has a great working relationship with all city agencies to respond to the needs of her constituents.
Boyd believes in empowering constituents and businesses. She has created numerous citizen committees and relies on a network of neighborhood groups and committees to help make decisions about their own neighborhoods.
Under her leadership, the ward facilitates a monthly ‘Lunch & Learn Series for Seniors’ (Utility assistance and access to community resources) and has established Housing and Voter Empowerment Committees.
She holds quarterly community meetings in various parts of the 13th Ward, attends dozens of meetings every month, and sends out almost daily email communications to keep everyone informed. Boyd also distributes flyers with vital voting and registration information and how to become more involved in the ward, as well as hosting community events.
Besides her extensive duties as an Alderwoman, Boyd is also the President of the Board for Annie Malone Children and Family Services, which has for generations helped children and families in crisis.
With over 50 years of experience as a Certified Dietary Manager and an Associate Degree in Accounting, Boyd possesses a wealth of knowledge and expertise in her field.
Boyd focuses on improving the environment via the Sanitation and Beautification Committee, promoting safety through the Safety Committee, supporting education via the Education Committee, and aiding those in need through the Housing Committee and Voter Empowerment Committee. By establishing these committees, residents can have a voice in decisions that impact their communities.
