Hi Fredrick, it’s an honor to have you on the platform. Thanks for taking the time to share your story with us – to start maybe you can share some of your backstory with our readers?
I spent my formative years in Atlanta, Georgia, where my dedicated single mother raised me. Growing up as a young black male in the inner city came with its challenges, particularly due to the lack of investment in the public education system. Despite the obstacles, I consider myself fortunate to have had a solid support network comprised of my mother, close friends, and mentors. Their unwavering belief in me and encouragement to pursue my aspirations played a pivotal role in shaping my perspective and fueling my determination to succeed.
Despite encountering various challenges throughout my journey, my determination and focus never wavered as I pursued the life I aspired to create. It all began when I enrolled in the Science and Math Magnet Program at Benjamin Elijah Mays High School, an experience that ignited my passion for scientific exploration and discovery. Building upon this foundation, I went on to further my education at Clark Atlanta University, an esteemed Historically Black University, where I dedicated myself to studying Biological Sciences, ultimately earning a Bachelor’s Degree.
My dedication to achieving my academic and career goals has propelled me into the next chapter of my journey through acceptance into the highly esteemed Boston University School of Medicine Early Medical School Selection Program. During my time in this program, I was fully immersed in a rich educational environment where I acquired valuable knowledge and skills and received invaluable guidance and mentorship. This experience established a solid foundation for my future pursuits as a skilled and empathetic medical professional and advocate for public health.
As a dedicated physician and public health specialist with a wealth of experience spanning over 15 years, I have devoted myself to collaborating with both public and private institutions to tackle intricate health issues through applying evidence-based methodologies. Central to my ethos is the steadfast belief in the significance of investing in the empowerment of young black males and females across America, nurturing within them the understanding that they possess the agency to shape their destinies. My efforts have extended to actively engaging with communities, global health organizations, and governmental bodies, advocating for the efficient and impactful utilization of their health and social service infrastructures.
I am currently dedicated to advancing global health outcomes for individuals who have suffered from stroke and supporting organizations in addressing targeted violence and terrorism using a public health approach. Throughout my professional journey, I have taken on diverse roles, such as serving as a medical officer in the United States Navy and completing a tour in Afghanistan during Operation Enduring Freedom. Additionally, I have had the privilege of serving as the Director of Health and Health Commissioner for the City of St. Louis. In this capacity, my responsibilities included overseeing all public health operations and regulations and leading the city’s response to the COVID-19 pandemic.
Before this, I worked as the Director of Communicable Disease, Emergency Preparedness, and Vector Programs for the St. Louis County Department of Public Health and the Chief of Communicable Diseases for the Illinois Department of Public Health, where I led the state’s efforts during the ebola and Zika virus pandemics and other public health emergencies. My passion for public health also extends to conducting research initiatives and working globally to improve health outcomes for vulnerable populations.
Would you say it’s been a smooth road, and if not what are some of the biggest challenges you’ve faced along the way?
As a young black male growing up in Atlanta, Georgia, I encountered numerous obstacles while striving to achieve my ambitions. The challenges I faced included a lack of investment (and political disinvestment) in public education systems, pervasive poverty, and discouraging attitudes from figures of authority and individuals who should have offered guidance. Overcoming these barriers in pursuit of quality education and striving to break free from the cycle of poverty was exceptionally challenging, compounded by the harmful stereotypes that held me back. My experiences have underscored the profound impact of societal and systemic factors on one’s ability to pursue their aspirations. Despite these hurdles, I have been able to accomplish my goals, largely due to the unwavering support of my mother and the guidance provided by other black professionals. Through this journey, I have come to understand the glaring inequities present in our nation’s landscape. As a result, I feel compelled to dedicate my time and energy to supporting those who are disenfranchised and marginalized, particularly young black children who also deserve the opportunity to thrive in America.

As a physician and public health professional, I have dedicated my career to specializing in global health, focusing on creating system-wide changes to improve health outcomes and advance the global health workforce. I am known for my expertise in designing and implementing innovative strategies that address health disparities and champion the rights of marginalized and disenfranchised populations globally.
What are you most proud of?
I take great pride in upholding integrity above partisan politics. The ethical principles instilled in me by my mother, grandparents, and mentors have served as a compass, enabling me to utilize my platform to amplify the voices of those who lack representation and to champion for the rights of individuals who political maneuvers have adversely impacted. This commitment to unwavering ethical conduct has been pivotal in my advocacy efforts, allowing me to provide a steadfast voice for those whose rights have been marginalized by political forces.

They have shaped my perspective on public health and its intersection with local, state, federal, and global government enterprises, providing me with a nuanced understanding of the complexities and interdependencies of public health systems. This combination of diverse experiences and prestigious fellowships has equipped me with a unique and comprehensive perspective, as well as a broad skill set, that sets me apart in the field of global health and public health administration.

Saint Louis, nestled on the banks of the Mississippi River, is a city defined by its rich historical tapestry and dynamic present. Its vibrant arts scene encompasses a myriad of galleries, theaters, and music venues that pulsate with creativity and expression. The city’s historical landmarks, such as the iconic Gateway Arch and the charming neighborhoods, speak to its storied past and the enduring spirit of its residents. The tightly-knit neighborhoods foster a strong sense of community and belonging. Saint Louis remains a city where the past, present, and future intertwine, creating an environment rich in untapped potential and unparalleled spirit.
What do you like least about our city?
One of the pivotal challenges facing our city is the imperative need for heightened awareness among governmental stakeholders, coupled with a stronger commitment from elected officials. It is essential to nurture the development of comprehensive and equitable strategies that can adeptly harness both public and private resources, further strengthening our city’s stature as a distinguished leader in the United States. While there are numerous immediate opportunities for progress, it is imperative that the city fulfills its true potential and operates with the genuine welfare of Saint Louis residents at its core. Without such concerted efforts, the city may continue to struggle with mediocrity and contend with issues such as dysfunction, violence, poverty, and limited economic growth and development.

Echols, MD is the founder and Chief Executive Officer of Population Health and Social Justice Consulting, LLC, an Obama Foundation Global Leader, sought-after public speaker, black men’s health advocate, and accomplished physician with over 15 years of experience in public health. He has worked extensively with public and private sectors to address complex health issues through evidence-informed approaches. Dr. Echols is a graduate of the Centers for Disease Control and Prevention Population Health Training in Place program and the ASTHO-Morehouse School of Medicine’s Diverse Executives Leading in Public Health program.
Passionate about health and justice, Dr . Echols’ notable roles include serving as Chief Executive Officer for Cure Violence Global, Health Commissioner for the City of St. Louis, and Director of Communicable Disease and Emergency Preparedness for the St. Louis County Department of Public Health. In these roles, he oversaw public health regulations, led COVID-19 response efforts, managed daily operations, and developed strategic partnerships. Dr. Echols also served as Chief of Communicable Diseases for the Illinois Department of Public Health and as a physician in the U.S. Navy. He continues to contribute to public health research and guides health organizations globally.
