18th & Vine District Sees Progress on Revive the Vine Projects

The Historic 18th & Vine District is transforming with multiple infrastructure projects now underway, creating new opportunities while temporarily impacting traffic patterns. Here’s your comprehensive update on construction progress, upcoming events, and important closures.

The 18th & Vine District in Kansas City is undergoing a significant transformation as part of the Revive the Vine initiative. Key projects include the 18th Street Pedestrian Mall, parking garages, and utility upgrades. Construction is progressing with new sidewalks, bollard installations, and streetlight bases being poured. Despite temporary closures and detours, businesses in the district remain open, with pedestrian access maintained.

The initiative aims to enhance the district’s infrastructure, safety, and accessibility, with completion targeted for 2026. Residents and visitors can look forward to a revitalized 18th & Vine District that preserves its historic charm while offering modern amenities. The community is encouraged to stay updated on construction progress and support local businesses during this transformative period.

Construction Progress Overview

Multiple Revive the Vine projects are actively under construction:

18th Street Pedestrian Mall

18th and Lydia Parking Garage

The Parker Apartments

Boone Theater reconstruction

Important: Despite construction activity and street closures, all district businesses remain open. Pedestrian walkways are maintained wherever possible with appropriate safety measures in place.


18th Street Pedestrian Mall Updates

Current Closure Status

18th Street between The Paseo and Highland Avenue remains closed to traffic through at least mid-October 2025. An additional closure between Highland Avenue and Woodland Avenue will begin when roadway work starts in that section.

Active Construction Work

Concrete pouring continues for sidewalks, roadways, and landscaping beds (ongoing for next two weeks)

Bollard installation scheduled over the next two weeks

Electric conduits installed along the full stretch

Streetlight bases being poured, with new poles and cameras ordered

Business Access

For businesses between Vine Street and Highland Avenue during intermittent closures, use the ADA-compliant ramp at the back entrance of the American Jazz Museum, which connects to The Blue Room and Negro Leagues Baseball Museum through the atrium.


Utility Work Updates

Spire Gas Line Resolution

Upcoming Closure Alert: Spire will close northbound lanes on The Paseo from 18th Street to E 17th Terrace as early as Monday, October 13, 2025.

Detour Route: Northbound Paseo traffic must detour to Troost Avenue at 18th Street, then continue to E Truman Road.

Duration: Approximately one week

Additional work at 18th Street and Prospect Avenue scheduled for at least three weeks later

Water Line Progress

Vine Street work continues in two sections:

Between 18th and 19th Streets: both lanes closed

19th Street to One Nine Vine apartments: southbound lanes closed, northbound open

Service tie-ins complete between 18th and 19th Streets. Final tie-in work beginning end of October will require a 19th Street closure (traffic control details pending).

Grove Street sanitary work for the parking garage project concludes this weekend with minimal public impact.


Sidewalk and Access Updates

North Side of 18th Street

✅ Complete and walkable in front of American Jazz Museum and Negro Leagues Baseball Museum
⚠️ Follow fencing outlets to avoid active construction zones

South Side of 18th Street

GEM Theater area: Delayed due to required drainage work

Vine Street corner: New sidewalk around Historic Lincoln Building expected walkable in two weeks


Major Project Updates

The Parker Apartments

✅ Water line connection complete

🔄 Current focus: South-side streetscape work (lighting, sidewalks, landscape beds between Paseo and Vine)

📅 Upcoming: Construction work on Vine Street between 18th and 19th Streets

18th and Lydia Parking Garage

Foundation Progress:

87.7 tons of rebar installed

1,295 cubic yards of concrete poured

Building upward from foundation level

Traffic Advisory: Expect increased concrete and pump truck traffic on:

Boone Theater

Highland Avenue from 18th Street to the theater remains closed for:

New water line installation

Green space renovation

Parking prohibited between 18th and 19th Streets

Two-way traffic restriped south of theater through potentially end of year


Street Lighting Issues

City departments are surveying multiple lighting outages in the work zone. New streetlight poles and cameras will be installed during reconstruction, with concrete bases currently being poured.
