Kansas City is one step closer to realizing its vision for South Loop Park, a transformative, innovative, and iconic urban green space that will redefine downtown living. An ordinance is before the Kansas City Council to review an agreement for Construction Management/General Contractor (CM/GC) to contract with the Joint Venture of Clarkson Construction and JE Dunn, advancing Phase 1 of the project. Additionally, an approval would authorize a $450,000.00 professional services agreement with ProjectFirst, LLC, to oversee project management.

A Bold Vision for Kansas City
South Loop Park, a 5.5-acre project built above Interstate 670, will introduce much-needed greenspace to the downtown core, reduce the negative impacts of highway infrastructure, and create opportunities for community and economic development. The park is designed to be a world-class destination for residents and visitors, with a focus on sustainability, inclusivity, and connectivity.

The Selection Process
Earlier this year, the City issued a Request for Proposals (RFP) for experienced CM/GC firms to lead the park’s planning, budgeting, and construction. A team including representatives from the Mayor’s Office, City Manager’s Office, City Council, and City departments such as Public Works, General Services, and City Planning and Development evaluated the proposals.
Using a “Best Value” approach, the evaluation team selected the Joint Venture of Clarkson Construction and JE Dunn based on their qualifications, innovative strategies, and competitive pricing.
Next Steps
If the partnership is approved, the City and the project team will begin pre-construction services, focusing on detailed planning and preparation to ensure construction milestones are met ahead of the FIFA World Cup in 2026.
