Cold Weather Rule
The Missouri Public Service Commission’s Cold Weather Rule is in effect from November 1 to March 31. The rule is designed to protect customers, under certain conditions, from being disconnected in the winter months. Qualifying customers are placed on more lenient payment terms to help avoid possible disconnection.
The rule applies to natural gas and electric utilities under PSC jurisdiction that provide heat-related service. Municipally operated systems, cooperatives, and those that provide propane delivered by truck are not under PSC jurisdiction; the rule does not apply to them. The Cold Weather Rule has been a part of the Commission’s rules and regulations since 1977.

Yard Waste Collection Discontinued During Winter Months 2024
City yard waste collection will be discontinued starting the week of December 11.
Roll-Carts: Roll-cart yard waste collection will be discontinued starting Wednesday, December 11, 2024. Roll-cart yard waste collection will resume on Wednesday, March 12, 2025.
Alley Yard Waste Dumpsters: Alley yard waste collection will be discontinued starting Thursday, December 12, 2024 and Friday, December 13, 2024. Weekly alley yard waste collection will resume on Thursday, March 13, 2025 and Friday, March 14, 2025.

City residents can find firewood at Forest Park, Carondelet Park and O’Fallon Park
The City of St. Louis Department of Parks, Recreation and Forestry is offering free firewood to City of St. Louis residents. City residents can find firewood at three convenient locations when available:
- Forest Park – Lower Muny Opera Parking Lot
- Carondelet Park – Compost and Recycling area off of Holly Hills Drive
- Monday-Friday, 7am-4pm
- Saturdays, 7am-2pm
- Sundays, closed
- O’Fallon Park – North of Picnic Site #4
“Our Forestry and Parks staff members work very hard to maintain our parks and neighborhoods, and they respond quickly to emergency storm-related events,” said Greg Hayes, Director of Parks, Recreation and Forestry. “We are glad City residents get the added benefit of an accessible and sustainable source of firewood as a result of these daily efforts.”
All wood comes from warranted tree removal services performed on City streets and in our parks. Wood is typically dropped off in the afternoon, Monday through Friday, but ONLY when available. Material will be available at each location through early March 2025 on a first-come, first-serve basis and will vary in size and species at each location. A daily supply of wood is NOT guaranteed at any of these locations.
Commercial vehicles and trailers are strictly prohibited due to park restrictions, and residents can contact the Forestry Division at (314) 613-7200 for additional information.
