BACKGROUND – Drivers along Chouteau Avenue may have recently noticed increased construction, fencing, and bustling activity around the Clinton-Peabody Apartments. This vibrant scene marks the beginning of a phased approach to the long-awaited redevelopment of the oldest public housing development in the St. Louis Housing Authority’s portfolio.
Located in the heart of the Peabody-Darst-Webbe neighborhood, Clinton-Peabody has been a pivotal source of affordable housing for extremely low-income families since 1942. Over the past year, master developer Preservation of Affordable Housing, Inc. (POAH) has collaborated with current and former residents to initiate a comprehensive redevelopment plan. This resident-led effort aims to transform Clinton-Peabody into a modern mixed-income and mixed-use community, incorporating a redesigned street grid to better serve today’s families, with a particular emphasis on households earning at or below 60 percent of the area median income.
The Clinton-Peabody redevelopment is set to bring an estimated $150 million in investment to the community, setting the stage for an improved and brighter future for both existing and future residents.
