ST. LOUIS COUNTY — Affinia Healthcare Vice President and Chief Human Resources Officer Steven L. Harmon, Esq., has been appointed to serve as a St. Louis County Municipal Court judge, bringing more than two decades of legal, law enforcement and organizational leadership experience to the bench.
Harmon was appointed in July and will continue serving in his leadership role at Affinia Healthcare while taking on his new judicial responsibilities.
“It’s an honor to continue serving my community in this capacity,” Harmon said. “I’ve worked in the justice system for over 20 years, from being a law enforcement commander to an attorney. Promoting accountability and helping Affinia Healthcare maintain the highest standards of compliance is part of what I do every day.”
Municipal judges are appointed by the St. Louis County Executive and must meet requirements established under the St. Louis County Code of Ordinances. Their responsibilities include presiding over municipal violations, issuing warrants, scheduling trial dates and ensuring defendants receive due process under the law.
St. Louis County Executive Sam Page cited Harmon’s legal experience and record of community and professional service in announcing the appointment.
“Steven Harmon has spent his career working to make the legal profession stronger, including through his leadership as a past president of the Mound City Bar Association,” Page said. “I’m pleased to appoint him to the St. Louis County Municipal Court, where his experience, commitment to service, and understanding of
the law will make him a strong addition to the bench.”
Harmon’s professional background provides a combination of experience in law enforcement, law and executive leadership. His service as a past president of the Mound City Bar Association also reflects his longstanding involvement in an organization with deep roots in St. Louis’ African American legal community.
Alongside his judicial duties, Harmon will remain Vice President and Chief Human Resources Officer at Affinia Healthcare. In that capacity, he oversees key human resources functions, including employee onboarding, organizational policy compliance and the development and enhancement of policies and procedures.
Affinia Healthcare President and CEO Dr. Kendra Holmes said Harmon’s approach to leadership will serve him well on the bench.
“I’m confident Steve will approach this added responsibility as a Municipal Judge with the same fairness and professionalism he brings to his work at Affinia Healthcare,” Holmes said.
The appointment represents another avenue of public service for Harmon, connecting his experience in law enforcement, legal practice, organizational compliance and community leadership with the responsibilities of the judiciary.
