St. Louis, MO. – The Missouri Housing Commission met today to select among a group of
projects in a highly competitive process for the state’s Low Income Housing Tax Credits (LIHTC).
CareSTL Health, and its development partners, The Nash Group and The Vecino Group received
a 9% award for Phase 2 of the Ville Wellness Campus expansion project. The project, called
Alumnus Gardens West will provide 52 units of housing for seniors. Phase I, Alumnus Gardens
opens in February 2024 and will provide 60 units of affordable housing for families.
The Ville Wellness Campus will be anchored by $24M state-of-the-art community health center
and will provide expanded healthcare services to north St. Louis residents. The vision, first
articulated by Angela Clabon, CEO of CareSTL Health calls for not only quality healthcare but
affordable housing as well. “I would first like to thank Mayor Tishaura Jones, the SLDC, the
CDA, and the LRA for their support of our campus project. The opportunity to provide high-
quality affordable housing along with our healthcare platform gives north St. Louis a chance at
revitalization consistent with the Mayor’s vision,“ said Angela Clabon. Clabon, a recent
University of Southern California Masters of Urban Planning graduate, expressed her strong
desire to link affordable housing to better health outcomes.

LIHTC is the nation’s primary method of lowering costs to build and renovate affordable
housing. The program works by providing federal tax credits to developers who agree to set
aside a certain proportion of affordable units. The developers sell the tax credits to syndicates.
These cash payments to developers provide low-cost construction financing.

Community Health Center -CHC). They are a community-based healthcare system that provides
